Deep sea tanker operations

TMSA brought a lot of confusion and strong emotions into the tanker industry, but people seem to have found their peace with it, according to the discussions at some of their conferences. Does anyone still hate TMSA or have objections to it?

Why not use the TMSA Guidelines as the basis to assess a Terminal Operator? With minor adaption TMSA is already being used by operators in all sectors of the maritime industry, as todate it is the only published systematic assessment process to measure the effectiveness of ship management. Do the same for terminals as most of the elements will apply. Reference to both ISGOTT and the OCIMF Marine Terminal Baseline Assessment Questuinnaire and Marine Terninal Training & Competence Assessment Guidelines may help you to make the necessary amendments.

A strong driver in the development of TMSA was the Exxon Operations Integrity Management System (OIMS) which, if I recall corerctly has 11 Elements that have been applied since 1992 across all Exxon and ExxonMobil (since 2000) businesses (including Marine, Refining, Terminaling, Marketing and Upstream Exploration and Production), to control all operations in a very successful way.
