You can read the two articles in Tanker Operator Magazines of April 2008 and Jan/Feb 2009, however this should be in conjunction with the OCIMF TMSA Guidelines and preface. I'm sure that Tim Knowles will also help you with your study on the subject.
It is really good to hear someone that is operating container vessels show interest in this initiative as TMSA can be applied as equally to the management of any type of vessels, not just tankers. A number of well known mixed fleet operators are already doing so and reaping the benefits.
